To implement and carry out the nation's policies, laws, and regulations concerning foreign affairs and research. To draft and execute local regulations and an annual plan for a development scheme for the undertaking of foreign affairs.

To be responsible for the province's foreign affairs and work with overseas Chinese, Hong Kong, and Macao; deal with major issues of foreign affairs regarding overseas Chinese, Hong Kong, and Macao; work with offices of foreign affairs, overseas Chinese, Hong Kong, and Macao to research, handle referrals, and report from cities (prefectures).

To grasp the situation of relevant neighboring countries and regions and to carry out related research; grasp the overall activity and trend of foreigners, overseas Chinese, Hong Kong, and Macao compatriots in the province, and put forward suggestions and measures on related issues.

To organize the reception of foreign heads of state, foreign party leaders, embassies and consulates officials, and other important foreign guests; to coordinate and manage the related work of foreign correspondents covering activities in Jilin province; arrange provincial leaders to participate in official activities of foreign matters and guide the province's foreign-related protocol work..

To be responsible for management, direction, and coordination of going abroad for official activities and inviting foreigners of the province.

To protect the legitimate rights and interests of our province’s citizens outside the country (territory); to coordinate with related organs to handle foreign-related work; to be responsible for the province's foreign-related political events; to manage foreign NGO's activities in the province; to cooperate with relevant departments to deal with foreign criminal and civil cases in the province.

To select staff for Department of Foreign Affairs Embassies and Consulates as well as members of relevant international exchange staff, foreign language assistants, and trainees.

To be responsible for the province's border management; to demarcate with neighboring countries and jointly inspect the border; authorize or contract border projects and approve and audit work programs; to be responsible for the centralized management of foreign-related affairs on the province's borders and port.

To guide the province and cities state activities with foreign sister cities and other units of exchanges; to handle the application and approval procedures for establishment of friendly relationship; to carry out the province's foreign non-governmental friendly exchanges.

To be responsible for overseas Chinese and returned overseas Chinese and their relatives; to implement relevant policies, laws, and regulations; to protect legitimate rights and interests of returned overseas Chinese and their relatives according to law; to implement proper care policies for returned overseas Chinese and their relatives; to work on poverty relief for returned overseas Chinese and their relatives with relevant departments; to be responsible for reception and liaison work of important overseas Chinese (and their community); assist relevant departments with resettlement work for returned overseas Chinese and personnel arrangements of representatives of returned overseas Chinese (and their relatives).

To administrate exchanges with Hong Kong and Macao SAR and issue passes to the two regions within granted authorities; examine, approve, and verify relative issues of outbound and inbound visits between the province and Hong Kong and Macao SAR.

To publicize foreign affairs, overseas Chinese, Hong Kong, and Macao areas according to the policies of the party, state and provincial government about external publicity work, and together with relevant departments validate the province's major foreign-related reports, manuscripts, and caliber of external position.

To manage the donation work outside country (territory); to be responsible for foreign-related management of foreign experts, foreign students, and interns; to cooperate with relevant departments to do introduction work of technology, personnel, funds, and intelligence.

To provide professional guidance for the province's cities (prefectures), provincial departments, and units on foreign affairs, overseas Chinese, Hong Kong, and Macao affairs; to educate and train the cadres of foreign affairs in the province.

To assist the discipline, inspection, and supervision departments to supervise and inspect the implementation of the foreign affairs discipline and related confidentiality system and to handle major cases of violation of foreign affairs discipline and confidentiality provisions.

To complete the specific work of provincial foreign affairs work leading group and provincial work leading group of chemical weapons abandoned by Japan; to complete other work assigned by counterpart departments such as the State Ministry of Foreign Affairs, the State Council Overseas Chinese Affairs Office, State Council of Hong Kong and Macao, other departments and the provincial governments.
